Reducing Flood Risk to Residents in the Lower Ha Thanh and Kon Rivers in Quy Nhon, Vietnam

Project Overview

The Ha Thanh and Kon Rivers are both prone to flash flooding, due to intense thunderstorms and annual typhoons. As the cities have urbanized, the space in which floods are able to spread has decreased, creating higher flood levels, swifter currents, more intense property damage, and loss of lives. The damage is expected to increase in the future as a result of climate change.

The overall goal of this project is to strengthen the resilience of people living in existing settlements in the flood plain of the Ha Thanh and Kon Rivers in Quy Nhon City, specifically in their ability to respond and recover from increasingly severe floods. Particular objectives include:

  • Provide real-time information on flood conditions.

  • Develop the systems and procedures needed to provide timely and accurate flood information to people in low-lying areas of the city.

  • Apply the national three-level system established for river level warnings and construct a flood map.

  • Introduce flood level-based hazard and safety maps for people in highly vulnerable areas.

  • Enhance community flood preparation and response by providing safe shelters and improving access to clean water and climate change knowledge.

  • Improve the knowledge of government officials on flood response options.

Core Program Activities

This project is built on a combination of technical and community-based approaches:


Technical Approaches: This project aims to develop effective early warning systems with the installation of hydromet stations, which will provide real time data on flood status. These centers will receive and analyze flood data and then fax information to CFSC, telecommunication channels, and the mass media. They will also deliver SMS warning messages to subscribers. Communication at the community level will also be improved with the use of loudspeakers and walkie-talkies. 


Community-Based Approaches: This project applies a participatory approach for all planning, design, communication, and organizational elements of implementation. This approach will focus on constructing a safe shelter and gathering place for the local people in communities that are far from the main roads. Shelter will be affordable, easily accessible, and capable of community self-management and maintenance. For these shelters, a volunteer community monitoring committee will be established. Upon its establishment, they are provided with inspection and monitoring.
