Overview
This report presents a narrative of what happened during the October 2015 flood in South Carolina, with a focus on Columbia and Charleston, and an analysis of resilience in the context of the floods. While much more can be said about the degree of resilience of South Carolina, this report serves as a platform for understanding where resilience can be built, particularly in response to floods in foothills and coastal locations, and what capacities can be leveraged for building resilience.
