Throughout Peru, there are significant populations living on high-risk lands, some with official land title and some without. The 2017 “El Niño Costero” flooding in Peru has led to broad discussions about whether and how to resettle communities that were heavily impacted. However, resettlement is a complex and challenging issue. Peru has been given an opportunity with these floods to reduce risk and increase resilience. Taking the time to assure resettlement is successful will ultimately benefit not just the communities involved but also positively affect the economy, both now and in future disasters.

This brief provides an overview of what the Peruvian government is proposing in terms of resettlement for those effected by the 2017 floods. Based on international resettlement experience, the document identifies likely challenges for the resettlement process and provides recommendations for optimizing a resettlement process for successful application in Peru.

This document has been produced as quick, at-a-glance summary of a Zurich Flood Resilience Alliance Post Event Review Capability (PERC) study analyzing the 2017 ‘‘El Niño Costero” floods in Peru. The PERC provides research and independent reviews of large flood events. It seeks to answer questions related to aspects of flood resilience, flood risk management and catastrophe intervention. It looks at what has worked well (identifying best practice) and opportunities for further improvements.

En todo Perú existe un número considerable de ciudadanos que habitan en zonas de alto riesgo, algunos con título de propiedad y otros carecen de ellos. Las inundaciones de 2017 ocurridas en Perú por El Niño Costero han generado discusión acerca de si se debe reasentar a las comunidades que fueron severamente afectadas y de qué manera hacerlo. Sin embargo, el reasentamiento es un tema complejo y lleno de desafíos.

Con las inundaciones, Perú ha tenido la oportunidad de reducir riesgos y aumentar su resiliencia. Tomarse el tiempo para asegurar que el reasentamiento sea exitoso beneficiará no solo a las comunidades involucradas, también influenciará positivamente a la economía actual y la respuesta frente a futuros desastres.

Este documento contribuye con una revisión sobre lo que el gobierno peruano está llevando a cabo actualmente en el área de reasentamiento para aquellas personas afectadas por las inundaciones de 2017. El documento, además, identifica desafíos previsibles en el proceso de reasentamiento y brinda algunas recomendaciones.

Este documento breve de política está basado en un Análisis de Capacidades Post- Desastre (PERC) financiado por el Programa de Resiliencia frente a las Inundaciones de Zúrich. El documento analiza las inundaciones ocurridas en Perú por El Niño Costero en 2017. El PERC del Programa para la Resiliencia de Zúrich contribuye con investigación y revisión independiente de grandes inundaciones. Busca investigar preguntas sobre aspectos relacionados a la resiliencia frente a las inundaciones, manejo del riesgo de inundaciones, e intervención frente a catástrofes.
