Overview
This guidance paper describes the concept of resilience and discusses its relation to climate change adaptation (CCA), discusses the challenges involved in measuring resilience, and describes existing measurement frameworks that address these challenges. It introduces an approach for developing an M&E framework for resilience in the Philippines and analyzes key national measurement frameworks to draw out lessons learned and options for measuring resilience. It then discusses recommendations for developing and operationalizing the M&E framework. Finally, in the conclusions the guidance paper discusses where Risk Resilience Sustainability Program (RRSP) investments should focus to ensure that investments contribute to the emerging evidence base for resilience nationally and internationally.
